I just noticed that the ventilation fan on my (non-AC) 190E doesn't work when the slider switch is in speed I - speeds II, III and MAX work fine, so

I assuming it's not a fuse problem

Can't really be a fuse problem.  Bad dropping resistor?  Bad switch
contact?  Getting sticky motor that just can't spin with that little
juice applied?  Could be any of the above.  Step one is to see if
the motor's getting juice on that setting.
