Hello Allan, I understand that you have no reason to trust me at all but I have a coworker with a 1998 Jetta TDI w/4 speed manual transmission that can get 50MPG highway, constant speed just cruising. If you would like, I can get more specific information. Around town it is low 40's but he has gotten 50MPG on a long trip.
I agree with you on general principles that mileage claims are generally exaggerated but VW diesels are well known for being very fuel efficient. They are also well-known for being for very power limited in the vehicles they are installed in.
