Feedback is a tool like anything else, and has to be
evaluated in the grand scheme of things. I've bought
from people who had some negative feedback, but I also
take that into consideration with what they are
selling and to whom.

Not to mention, if they have a 15,000 feedback rating
and have a handful of negatives each month, I consider
that a part of doing business - you're never going to
have 100% satisfaction when dealing with large
numbers. The type of feedback is important, however,
so I always go and read what people say in their
negative feedback...

I also use a credit card and bank account with PayPal.
If I have the slightest concern about what I'm
buying, or who I'm buying it for, I'll use the credit
card. I have found that PayPal can be somewhat
putative when placing holds on funds.
