Not sure about the current status, but PayPal used to have a special
agreement with Discover that prevented cardholders from contesting
charges. The only way to guarantee a successful chargeback was to
claim the charge was made without your knowledge or consent. That's
not something you want to get in the habit of doing, but if faced with
a large loss, it might save your butt.
