The 'simplicity' of the circuit can be a bit deceiving. The optical pick up 
is straight forward enough. However it does use a small-embedded 8-bit 
microprocessor and a binary image (HEX) file to program it.

Analog tachometers are easy enough to make from 555 timer IC-S.
The print gauges at www.sherline.com are cool however ..
