AT WOT a diesel should burn about 30% less fuel -- simple  
thermodynamics.  Full throttle doesn't have much effect on volumetric  
efficiency, and gassers still burn lots more fuel per hp even when  
running efficiently (as in above idle at decent charge density)  
because they have so much less expansion efficiency (low compression).

I'd not think the actual hp output of the engine has anything to do  
with the definition of a "hybrid" car -- you might argue the  
effectiveness or design parameters, but once you stick an electric  
drive in there with a regenerative braking system, you've got a hybrid.
