Don't forget we already have support for downloading tracks from OSM.
As for upload, I don't quite see the added value of uploading from
Merkaartor rather than directly thru the web site...

Unless you want to implement the actual edition of GPX tracks as GPX tracks
before uploading.
It shouldn't be too difficult if you only allow deletion, then you could
implement a specific upload for track layers.
I still think this is some work for little return.

I remember seeing a thread where it was said that there was value in
uploading unedited tracks and that editing them before upload was actually
discouraged, so...
