Okay, now I have found a difference. I've downloaded OSM data, then opened (not imported) a GPX file. The OSM data was then gone. From an end user POV, I'd now conclude that the Open command first closes all other opened things, then opens the new one. While the Import command does not close anything but only adds the new file.
But then again, I cannot import photos. I can only open them. And nothing's closed before that. So the Open command seems to throw away some data and some not, while the Import command never throws away anything but cannot load certain files.
