This (Opening vs. Importing) is common behavior in CAD. Problem I encountered: User shoud be asked if he really wants to close drawing when hitting 'open' again. Scenario: Already arranged a nice layer structure and the accidently pushing open. A slightly different approach could be: Only 'open' but checkbox 'to new layer'.
