Sometimes when panning (using arrow keys), the background image in the 'newly exposed' area is not loaded. If it is happening in the x direction, I can fix it by panning in the y direction or zooming in or out. This primarily happens with a WMS background layer (I will confirm if it ever happens with Yahoo.)
I can see this in version svn-19041 (and every version I have tried until now, which isn't that many). My OS is Mac OSX 10.6. I am happy to give you any other information that you need, test fixes, whatever.
