I don't think they are talking about programs that wrap around a legal
implementation of GLIDE,

They are talking about emulations of GLIDE implemented on other platforms
by writing a GLIDE-compatible library that calls some other lower level
API.

Someone might well write a GLIDE wrapper around Mesa (you call fake-GLIDE,
it calls Mesa and Mesa renders on an nVidia board or something) - but
the Mesa team cannot be held liable for what someone writes around it.

I don't think we have to worry.
