It looks like these have been there since the initial commit of the
gallium query code.  (Use git blame p_defines.h, find the line you're
interested in, then git show 09fbb383)

At that stage, it looked like there was a use for them in an nvidia
extension, "GL_PRIMITIVES_GENERATED_NV" and
"GL_TRANSFORM_FEEDBACK_PRIMITIVES_WRITTEN_NV".
