This moves the stencil reference value(s) out of the cso, because this is a bit more dynamic state (i.e. changes more often) (there are algorithms out there which change this quite often). There's also some minor adjustments to max_anisotropy, shouldn't change things much. In general, I should have fixed all drivers (more so, found unrelated bugs in i965g and svga), but of course if you've got some out-of-tree code somewhere it will break.
