You need both, we are looking into why both lines will be required.
In Local.conf
do_image[mcdepends] = "multiconfig:zcu102:pmu:pmu-firmware:do_deploy"
In u-boot-xlnx
do_compile[mcdepends] = "multiconfig:zcu102:pmu:pmu-firmware:do_deploy"
