MetaCard stacks are portable, meaning that they will run on any platform the
MetaCard engine runs on.  Of course you may have to make adjustments to
stacks to get them to display correctly and take advantage of those features
that are platform specific.

So long as MetaCard supports Windows 2000 (which of course they are planning
to) your stacks will go on working with it.  You'll still continue to be
able to deliver on Windows 95/98 for as long as MetaCard supports those
platforms.  And given that MC still supports Windows 3.1 (under Win32s with
some restrictions), I think Windows 95/98 support will likely be around for
a very long time...
