Unfortunately, it doesn't apply at all.  Nor does it apply to CGI on
the Mac.  The three OSs use totally different architectures for this.
Worse on Windows is that there are (at least) two incompatible APIs
for doing CGI (NSAPI and ISAPI).

Sorry, you're up a creek without a paddle on this one.  You can use
MetaCard to write CGIs using built-in features on UNIX and MacOS
systems, but we have no plans to support NSAPI or ISAPI in the near
term.  Your best option if you must use Windows is to use the mchttpd
server, which is the same on all platforms, and which you can easily
extend to do CGI all in the same MetaCard process (much more efficient
than any of the other APIs, and immensly easier to develop and debug
with).  mchttpd doesn't do everything yet, but it'll get there
eventually.  You can help by using it, reporting (and maybe even
fixing) problems, and requesting (and maybe even implementing) new
features.  Note that you don't have to dump your existing HTTP server,
you can run them together by just assigning a different port to the
mchttpd server.
