You can use rawKeyDown which is sent before the changes affect the field:
on rawKeyDown pWhich
if pWhich is 65309 or pWHich is 65308 then --scroll down or up with mouse
lock screen --the screen is not unlocked until the end of scrollBarDrag
end if
pass rawKeyDown
end rawKeyDown
