You have a point, but here is the situation. Each quiz would have 50-100 students at a time (so stacks would have to be created and saved on the fly) and it would be several quizzes per year, again new users, so eventually it would be thousands of stacks to read from. Scalability problem on top of potential speed problem.
For such a scenerio, I would use a database in the back of MC rather than files.
