It may be a change in behavior, but I wouldn't necessarily call it a bug. That said, I've never seen the engine behave the way you say it does (or did.) For me, the engine has always defaulted to the defaultfolder if a previous folder is unavailable, though I admit I don't use your folder scheme and haven't tested your setup. The defaultfolder is either the last one you set it to, or by default, the one that contains the engine. On startup, unless you have a startup handler that changes it, it should open to the folder containing the engine. I haven't ever seen it do otherwise, and I'm not sure why yours is. Do you have the engine in the same folder? Or an alias to it? Or do you have a startup handler somewhere that is resetting the default folder path?
The MC IDE doesn't try to set any paths; it issues a one-line "answer file" command and just lets the engine manage the paths. I don't know if Rev does any manipulations before it opens its file dialog. Maybe it does. The MC IDE stays out of it though, and lets the engine open to the current defaultfolder. I wouldn't call this a bug. It's just how it works.
