For other protocols (e.g. p2p) their specs will specify what is appropriate when using them. Perhaps the metalink spec could say something similar to the HTTP spec (just so that nobody ever misses it).
The best would be, IMO, if all clients always were "polite" and didn't open more than 2 connections per server.
