You are partially right on that. A couple years ago you could indeed leave a positive feedback for anybody wither you did an ebay transaction or not (Possibly a nuetral one to - I am not sure on that one). However you could never leave a negative without completing an ebay transaction. Ebay will also remove feedback if it contains profanity, contact info or comments about a transaction or situation that is not related to ebay. Legal comments are also off limits (ie: you cant say "The police have been notified", or "I will be sueing him") There are likely a couple other reasons in which they would remove it also. If it can be proven that the person does not exist they may or may not remove it. They will tell you that they wont but there is conflicting situations around that. They seem more willing to remove it in that situation for american users than foreign users but confusion reigns around that.

Also if a feedback is left by someone who has opened a new ebay id it might get removed also as it is against rules to open a second user id to leave a negative feedback. It has to be done on your own user id. However, there is no rule against having two or more ebay user ids (As long as there is no interaction between them). So the situation in that case seems vague and open to confusion to me to me also.

But ebay wont make value judgements on wither the feedback is warranted. Also at the current time if a user is suspended from ebay after leaving you a negative feedback the feedback will still stand and is not a reason that ebay will remove it (Even though ebay knows that they are a scumbag). That was different a while ago also.
