Don't know about photoshop. ImageJ (http://rsbweb.nih.gov/ij/) can do the task very well. Despite it's free software, it is Java based and runs in practically every computer environment. As a plus, the mailing list and support is very active. To convert the data that you will get into meaningful ones, you'll probably need a standard curve within the actual picture. A problem you might run into is the very low dynamic range of xray film and thermal printouts. If you have the possibility, use fluorescence scanners (e.g. Licor Odyssey) and cameras instead.
