The ~/.cache/pip directory is used by pip (Python's package manager) to store (cache) downloaded packages and wheels, so it can avoid downloading on the consecutive times you try to install a certain package.
If pip cannot write to that directory (or any descendants), then it will disable its cache and you will get the warning message you came across. You should be safe to upgrade to Python 2.7.10 as any pure-python packages will work fine. If you have any C packages, such as psycopg2 or pgmagic (which you would with Mezzanine), then they will need to be reinstalled to link correctly with the updated Python libs. Make a backup of your entire virtualenv before doing this and you can always revert.
