I would think that Corel Draw could do that.  I know I bought a copy off ebay or egghead, coreldraw8.0, for under $100, and that was over a year ago.  I would think you could get that for probably around $50.00 total.  If not that, perhaps a similar drawing package could do it.  Take a run out to Office Depot or something, and I bet they have one of those cheap, key programs to do it, KeyCad, KeyDesign, etc.
Good luck

Subject: [mfg-smartcam] pcx files

Hello all,
I have a problem here and it has nothing to do with smart cam.  I have
this other programming package that is specifically for our gildemeister
Sprint and Twin 65 machines.  They have discontinued upgrading the software
after only a couple of years, and  I want to add different tooling to it.
The problem is that the drawings of the tooling are all in pcx format, which
is ok, I can convert what I need to, but I need to find a program that will
let me draw to scale the tooling, then I can convert to pcx. The drawings
are in color, so I need to do that, too.
Does anybody know of any program that may help me out.

                Thanks...

Thank you,
