I recommend DesignCad (I am using '97, but current version is 3000). It can draw 2d or 3d. It has colors, layers, grouping, etc., etc. It can "export" to vector formats: DXF, DWG, IGES, RIB, VRML, WPG, or WMF and it can "save image file" to pixel formats: BMP, JPG, truevision, TIF, PCX, mac picture, photoshop, or WMF. lists for $299, but can be had for less at almost any discount computer store that has it. Upgrades are typically $79 direct. I've been using it since '86 when it was called ProDesign.
