Jason's right. The indexing algorithm in smartcam works by aligning the tool
plane z with the world z. This is already the case for c axis so it doesn't do
anything.
I know at times people have built CG's to generate c axis index's based on
aligning world x with tool plane x, but I don't know if any are commonly
available.
