I circle interped the ID/OD at 10,000 @60 ipm with an old Hanita carbide 3 fl end mill. 4" ID pocket then profiled a 4.750" OD boss around the outside of the pocket. this left me with a ring of mtl that they used to cmm the ID/OD. I was told to make the ring so the servos would be going both ways.
the radius value from the cmm was 2.00044". does this mean the +T and -T are a deviation from this radius? a total of .0004" out of round? (+.00021 and -.00019)

The +T is the amount of deviation from the calculated radius on the plus side. The -T is the maximum deviation calculated on the minus side.
A 4.00021" bore on the calculated center would clean up this hole.
A 3.99981" plug held on the calculated center would go in the hole.
The RMS is the roughness.
These are pretty good numbers. What kind of machine is it and how did you cut it?
