not a Mill man here, but try G91 Z4.0 or incremental move, G0 W4.0 or W-4.0 ???. Seems to me, the G28 would take it to the home position just as my lathes do.

I need to move the spindle all the way up so the tools clear the fixture,
move in X or Y to the safe tool change location so the carousel won't hit
the fixture during tool change, and then the spindle can drop down to tool
change level.
I think Fred Lauzus has the best/easiest solution with adding an
incremental Z+ move after the G28 Z0 line to take the spindle all the way
up. The distance from tool change level to spindle completely up is a fixed
distance, and can be hard coded into my post so there's no need to change
parameters or settings.
G91 G28 Z0 (go to machine Z home/tool change level)
G91 Z4.0 (go up 4" in Z from tool change level)
G00 G90 G54 X-8.0 (move away from the fixture 8" to clear the carousel
during tool change)
G91 G28 Z0 (drop down to machine Z home/tool change level)

Maybe I'm missing something here, but how can you change the tool, higher
than the tool change level? doesn't the spindle have to be at the same
level as the carousel?

You could try using an incremental positive Z move immediately after the
tool change.

We work with tall fixtures on large angle plates on a Haas VF2 mill. The
tool change level is about 4" lower than the highest point of the spindle
travel. The G91 G28 Z0 line takes the spindle to tool change level, and
sometimes this isn't high enough to clear the fixture.
My question is this:
Does anyone know another code, or some other way to have the spindle go all
the way up?
I am currently adding lines at the machine like: G00 G90 G54 Z8.0
(depending on where part Z zero is) to take the spindle as high as
possible, but this changes with each program and setup.
