On Fanuc controls G73 is the chip break cycle which, between pecks, will only retract to an incremental clearance distance above the previous peck depth, and G83 is the normal peck drill cycle which retracts to the reference level between each peck. The incremental clearance distance for the G73 can usually be set in a parameter in the control.
In any case I agree with Gene; check the control documentation.
