Mhonarc sometimes converting >'s and sometimes not

Okay, I'm stumped.  Even with fancy quote on, I see that mhonarc only
converts *some* messages with >'s to <blockquote>, while others it
just converts to &gt; .  Why isn't it converting *all* of them?
