Agreed. Any place you see bare circuitry uncomfortably close to something
conductive, some additional insulation is in order. The business ends of 
components
on the solder side of a board can be quite pointy, so I wouldn't count 
on a layer
of varnish to save you. Normal jiggling and vibration over time could 
work a
sharp point through that layer -- and then the magic smoke leaks out.

It occurs to me that dentists use that blue paper to see where one tooth 
contacts
another (and then the drill comes out...). I wonder if there's something 
similar you
could use to check for contact between a circuit board and other stuff? 
The only
problem would be that the point of contact is so small that you might 
miss it...
