It was my understanding that all ISP's have the built in capability to
ration access when their load surges.  Their software does it automatically
without any decision making needed by a human when it senses too much
demand.

Here in Meadow Hill, Time Warner can slow down evenings and during times
when everyone is home and there is nothing great on TV, such as a snow
storm.

In the Philippines, my nephew's "broadband" is slower than dial up because
the provider didn't build in enough capacity.
