One other thing to consider, which I've come to realize over the last few years. When working with a non-technical / non-profit organization, raw price isn't the most important thing. While it is clearly a pressure, the most important thing is that they aren't stuck holding on to an implementation that only you can support. At some point "you" (no matter who you is) isn't going to be supporting them any more. Your interests might have changed, you might have moved, gotten hit by a bus, whatever. Anything that's overly custom puts a huge technical debt into the organization. It's one of the reasons I chose drupal when redoing the poughkeepsie farm project site (http://farmproject.org).
