Taking a look at the original Copyright Office press release, the Copyright Office now says users are not violating the DMCA if break access controls on their phones in order to switch wireless carriers. As requested by the EFF, they're also now declaring that's users are, under the DMCA, allowed to break electronic locks on their devices in order to download software applications that haven't been approved by either the carrier or the operating system manufacturer.
