Are you sure? I looked at Chrome, Chromium and SWIron ( http://www.srware.net/en/software_srware_iron.php) under Ubuntu 10.04 none had 'Tools' thus 'Developer Tools' I would be interested in knowing what you are talking about.
Again there is a right-click menu item 'Inspect Element' which produces a nice HTML and script editor.
