A prepaid cell phone is about a $7 a month investment.  Very few seniors lack 
$7 a month.  I am spending less than $100 a year with TracPhone and $80 a year 
with Virgin Mobil.  Virgin Mobil uses Sprint connections.  I don't know who 
Tracphone is getting it's connections from, but it's a major carrier.

I am not sure that there is a need.   The reason why you get a postage paid 
envelope with a new cell phone for your old one is the most cost effective 
thing that you can do with a cell phone is break it down for components and 
materials, not try to restore and resell it.
