You can use SystemRescueCD http://www.sysresccd.org which you can download
an ISO image and boot from either a CD or USB.
It now has a very minimal Desktop if you want a GUI and has gparted which
will partition and format in to any file system that you would need (
ext2/3/4 and fat, vfat, fat32, and NTFS etc etc ). The GUI version of
gparted is VERY easy to use and has checks so you are less likely to mess a
drive up.
