Definitely a bad idea. The anti-static bags have a metalic coating on the outside (that's how it's drawing the static away from the components inside the bag), so powering up the board on the anti-static bag can short out the leads sticking out from the bottom of the board. Cardboard or wood are best when the board is not mounted on standoffs
