I never understand the "not expired" requirement.   Not just here, everywhere.

It's still verification that it's you. The expiration date applies to the permissions granted by the issuing authority, such as driving on public roads or traveling abroad. It does not mean that you are no longer you.

This also means most of us if not all of us will not sign a key that does
not contain the name on the ID presented. That is I will not sign a "Barack
Obama" key if you show me a NYS license of "John Doe"

That makes more sense.
