Because when an ID is expired, you might give it to someone who looks vaguely 
like you, since you won't need it any more for the purpose of identification 
(since you'll have the "active" one). I knew kids who did this all the time, 
using their older sibling's expired drivers license, for example, to purchase 
beer and smokes.

Imagine if you found the expired ID of someone you looked vaguely like, and 
then started using it to prove you were them. They'd have no indication that 
the thing they weren't using any more was being used against them.

Hence, after YOU have no need to carry it around, it has zero value to anyone 
else.
