Yes that sounds right.
It's Gnome bug #714376. It was fixed in the recently released
version 0.6.1. There is a build in Fedora 20's updates-testing repo.
Correction: the patch that fixes the time zone formatting didn't make
it into Geary version 0.6.1. For now, I have rebuilt it myself.
