Didn't mean to turn this into a commercial, but your statement, "I want a smartphone but don't want to pay for data" is exactly what sent me to their service.
Actually, I'm not really interested in a smartphone, rather something in a similar form-factor, that can be used similar to how I used to use my PalmOS devices. I simply consider some dirt-cheap rootable and disconnected (cellular-wise) "smartphone" as perhaps the only way could find something. I'm managing quite adequately with my Casio flip-phone for my cellphone needs (after which I have a perfectly functional LG flip phone to replace it with). And figuring if I want to use it as a "portable music player" it would need microSD as well (internal memory is never adequate).
Never understood "smartphone" prices. A Samsung Galaxy 7 or 8" tablet can be had for between $150-250. The equivalent Samsung Galaxy phone, with a much **smaller** screen costs $200-300 more. Really, does a cellular chipset cost 200 dollars or more? Especially since you're making the screen smaller while you're at it (don't expect the electronics is much different).
