The link ecu's boost control (like all others) cannot reduce boost below the 
wastegate control can's spring pressure.  It can however provide better 
spoolup.  So if your bare wastegate is currently producing 13psi you would 
need to change the control can or add an external counter-spring to reduce 
the base boost.
