If I take my cat to a vet to have a serious but fixable medical condition and can't pay the bill they wouldn't even go to the expense of putting it to sleep for me. The only time I have ever given money to a homeless man was when I helped him take his dog to a vet because the dog got hit by a car and had a mildly broken leg. I paid the bill it was a very friendly well behaved dog.
I certainly wouldn't want health care in America to be dispensed like veterinary care.
