You may need to remove the bolts instead of simply loosen them. On many racks the bolt fits in a groove in the spline.

FWIW, I am trying to fix a problem with the steering where the steering wheel will turn 1.6 turns to the left but only 0.8 turns to the right (meaning I cannot turn sharply to the right but can to the left). Other than that the car drives straight as can be when the steering wheel is straight. You can see pictures and more details here:
