Again...different culture, different philosophies. You and I can say "This government sucks", and get away with it. There it may bring a phone call to the secret police. It may be a "don't-rock-the-boat" situation.
Here, a "thumbs up" sign means "way to go!". There, it means "Up yours!". We elect leaders. They have a system where the baddest warlord rules his general area. If I'm not mistaken, we (the West) draw the borders of their "countries", which can actually change week-to-week, for our own purposes.
