Sorry for the extreme delay of my sending this mail, but
I really meant to ask about this when I had more time on a
weekend to pay attention to the ensuing conversation.  That
never seemed to take place so I really must just ask now
even though its kind of a stale email.

I've never heard of this before.  Care to splain
this one to me?  Logic would suggest that an ISP would
relish allowing people to connect, d/l or u/l at max
speeds for the sake of good customer service.  Am I
missing something important?
