I don't think this is a cheese problem (Uh, that sounds strange...). I think, it is more likely to be related to gstreamer. AFAICT, cheese uses gstreamer to acquire the image, which would also explain, why the webcam works for example in skype, ekiga and mplayer which do not seem to use a gstreamer-based backend.
