I think this will indeed work in most cases.

There are some examples on the Web that make use of cents, and my design philosophy with this proposal was to make simple things simple to microformat, and complex things possible to microformat, without requiring publishers to change some of their practices:

But we certainly could, if this is the consensus of this community, to enforce that all microformatted money amounts be expressed in the default unit of each currency.

What I have seen in other standardization processes, is the documentation of the different options explored with benefits/drawbacks for each, to allow easy side-by-side comparison by the community. I think this will be my next step.
