I think you're on the right track here... a decentralized mash up
would be better and cooler.

a good idea? There are very few examples of people using it, but I can't
find anything else specific that's used much.


I'm still a little confused on the overall idea.  However, it sounds
interesting.  Developing a convention/technique sounds like the right
idea.  I would suggest not looking for people using "usergroup" as a
tag.  I would suggest looking for examples of people doing similar use
cases.  Perhaps you could elaborate a bit more on the use case you are
trying to facilitate?
